Chemical, biological, radiological, or nuclear incident refers to any occurrence, resulting from the use of chemical, biological, radiological and nuclear  weapons and devices; the emergence of secondary hazards arising from counterforce targeting; or the release of toxic industrial materials into the environment, involving the emergence of chemical, biological, radiological and nuclear hazards.
