Active National Guard refers to those units and members of the Army and Air National Guard of the several States, the Commonwealth of Puerto Rico, and the District of Columbia which are federally recognized in accordance with law, and which are authorized to have equipment and to engage in regularly scheduled training activities, other than Federal service.
