Common-user ocean terminal refers to a military installation, part of a military installation, or a commercial facility that is operated under contract or arrangement by the Military Surface Deployment and Distribution Command that regularly provides for two or more Services terminal functions of receipt, transit storage or staging, processing, and loading and unloading of passengers or cargo aboard ships.
