Frustrated cargo

According to militaryfactory.com dictionary, frustrated cargo refers to- “any shipment of supplies and/or equipment which, while en route to the destination, is stopped prior to receipt and for which further disposition instructions must be obtained.”

Definition (2):

Frustrated cargo is defined as “A shipment that is impeded or stopped along the supply chain,” or a “breakdown in the supply chain.” It is also known as frustrated freight. Sometimes the material is frustrated at the department of defense (DOD) Consolidation and Containerization Points (CCP), where it needs research for processing. Frustrated freight generates redundancy in the supply chain. Extra man-hours are needed to recognize, label, mark, and/or re-route the shipment. When a shipment cannot be identified, the material or shipment never reaches the final consignee and is disposed of or excessed.

Frustrated cargo makes wastes, increases costs, and dissatisfies service members and customers.

Some common causes of frustrated cargo are as follows:

  • No TCN (Transportation Control Number)
  • Omitting the mark for end destination or ultimate consignee information
  • No marking at all/ no shipping label
  • APO (Army Post Office) /FPO (Fleet Post Office) shipment
  • Not CCP eligible
  • FMS (Foreign Military Sales)
  • Navy ships
  • Consolidating multiple consignees and many other similar reasons.
