Dominant user is the Service or multinational partner who is the principal consumer of a particular common-user logistic supply or service within a joint or multinational operation and will normally act as the lead Service to provide this particular commonuser logistic supply or service to other Service components, multinational partners, other governmental agencies, or nongovernmental agencies as directed by the combatant commander.
