Space assignment is an assignment to the individual Military Departments/Services by the appropriate transportation operating agency of movement capability, which completely or partially satisfies the stated requirements of the Military Departments/Services for the operating month and that has been accepted by them without the necessity for referral to the Joint Transportation Board for allocation.
